Stakeholder and policy dialogue in Manila

Through a Urban Harvest meeting with Secretary of Agriculture and senior advisors, a broad dialogue has been established amongst national and municipal authorities in Manila for UPA interventions. This links to the Bureau of Agricultural Research-supported national Urban Agriculture Program in which Urban Harvest is represented through the UPWARD coordinator. An important area of discussion concerns the analysis of national and local policies affecting UPA.  

The Department of Social Welfare and Development (DSWD) has officially recognized the jasmine flower industry (locally known s Sampaguita) in Manila.  During a meeting with Bureau of Plant Industry, UPLB, PCARRD, and other departments of DSWD, Urban Harvest explained the importance of the jasmine flower industry and its contribution to income generation.  Furthermore, the DSWD proposed to separate an area within the Wildlife Parks of the city as a showcase for sampaguita.  This would show how the plant is grown, how garlands are made, and what different products can be made from the plant.  The official acknowledgment of the sampaguita industry will contribute to sustain and legitimize the industry.  Continuing dialogue with the Philippines government would promote the possibility of strengthening and expanding the urban agriculture agenda in Manila.  This is very possible since the Secretary of the DSWD, Dinky Soliman, said that urban agriculture ‘could play an important role in their poverty alleviation programs for the urban poor.’

Research-private sector link in Integrated Pest Management

Results of the IPM trials from the sampaguita project were presented by Urban Harvest at the recent convention of the Pest Management Council of the Philippines. This has elicited interest from both the research community and the chemical industry. Of particular concern is the lack of any recommended/approved chemical products to control sampaguita pest. As a result, the National Crop Protection Center and the association of chemical companies are organizing a special forum on sampaguita IPM in May 2004. The forum is aimed at reaching a specific policy recommendation -- protocols/chemical brands to be officially approved by the Fertilizer and Pesticide Auhority. This would legitimize whatever IPM recommendation that may arise from the on-going project trials.

Markets and Agricultural Linkages for Cities in Asia

Centre de coopération internationale en recherche agronomique pour le développement, CIRAD: 

Sustainable development of peri-urban farmingCIRAD is one of the international partners involved in the MALICA consortium - Markets and Agricultural Linkages for Cities in Asia. This consortium brings French and Vietnamese research institutes together to reinforce the capacity of researchers, students, administrators as well as private groups in analysing food markets and city/country relations. Local partners include the IOS – the Institute of Sociology of the National Centre of Social Sciences and Humanities, the RIFAV – the Research Institute on Fruits and Vegetables, the VASI – the Vietnam Agricultural Science Institute, as well as the Hanoi Agricultural and Forestry University and the Agricultural and Forestry University of Ho Chi Minh City.
Methods are applied to projects which aim at a
correlation between local food production and local market demand, in terms of both quantity and quality, such as the project on Sustainable Development of Peri-urban Agriculture in South-east Asia (SUSPER), or the project about food behaviour and risk perception. Stakeholders’ information and cooperation mechanisms are taken into consideration as a complement to classical technical and economic efficiency analysis of different stages in the commodity chains. Methods of consumption and commodity chainanalysis are applied to two priority research fields: increasing quality in the food sector; and the comparative advantages of periurban and rural flows. The main activities over the past year have focused on the application of these methods to the vegetable, pork and wheat commodity chains and the analysis of the wholesale markets. GIS-based Urban Environmental Resources Management and Food Security

GIS-based Urban Environmental Resources Management and Food Security Project: a partnership project between Germany, Belgium, and the Philippines within the framework of the Asia Urbs Program of the European Commission. The project includes the components of integrated solid waste management, allotment gardens, and Geographic Information Systems (GIS) in the urban context of urban natural resource management and urban agriculture.

The dynamics of rural areas in zones under the influence of secondary urban centers in Vietnam and Cambodia

FAFO - the Norwegian Institute for Applied Social Science is currently involved in a research project whose main objective is to analyze the dynamics of rural areas in zones under the influence of secondary urban centers in Vietnam and Cambodia. The project will analyze the differential effects of the development of secondary cities on the surrounding rural areas both in terms of the structuring of the area and land dynamics and in terms of the evolution of consumers' demands and the capacity of local agriculture to meet them. Based on these analyses, it will also contribute to the debates on city-country balance in national development strategies and territorial planning policies.
